Single-Family Homes - Septic System Application Update

Pursuant to Florida House Bill 589 (HB 589), effective July 1, 2026, Franklin County may only require proof that an application for an Onsite Sewage Treatment and Disposal System (OSTDS/septic system) permit has been submitted prior to the issuance of a building or plumbing permit for single-family homes. Applicants must provide documentation showing that the OSTDS application has been submitted, along with the associated site plan.

Under HB 589, Franklin County cannot require the issuance of a septic system construction permit as a condition for obtaining a building or plumbing permit.

Please be advised that HB 589 also requires that any property owner or applicant who elects to begin construction prior to the issuance of the septic system permit assumes all legal, financial, and safety liabilities arising from the construction of the septic system before the permit is issued.

This is not applicable to commercial or multi-family construction.
